Anthony J. Raganella is the founder and CEO of NY Blue Line Consulting Group and a retired decorated 25-year veteran of the New York City Police Department in the rank of Deputy Inspector. His resume of achievements and professional pursuits exemplifies excellence and demonstrates what true dedication can mean to the safety and security of a large city. Describing himself as a leader that “gets involved,” Anthony has taken everything he does to the next level with a keen eye toward attention to detail and forward progress. He is considered a subject matter expert and an approved Federal court expert witness in the areas of public order, civil unrest and major protests.

Jaclyn M. Keane is a fourteen-year veteran of the New York City Police Department in the rank of captain and currently assigned as the Executive Officer of the Legal Bureau where she oversees 350 uniform and civilian attorneys, paralegals, and other positions in the bureau's various divisions and units. Prior to the Legal  Bureau, Jaclyn was assigned to 1PP’s Operations Division where she was the NYPD’s liaison to the Mayor’s Office of Citywide Events Coordination and Management. Prior to that, she was an attorney in the Criminal Unit of the Legal Bureau where she was responsible to advise members of the department on criminal law matters and was also on-scene at active protests and civil unrest where she continually coordinated in real-time with incident commanders to provide decisive legal advice pertaining to arrests and constitutional issues that arose.

Dr. Tamara D. Herold (formerly Madensen) is an American Crime Scientist.  She uses the crime science perspective to study the criminological impact of the design and management of places, as well as crowd and neighborhood dynamics associated with violence.  She is currently an Associate Professor of Criminal Justice at University of Nevada, Las Vegas (UNLV), where she serves as Associate Director of UNLV’s Center for Crime and Justice Policy and as Director UNLV’s Crowd Management Research Council, focusing on improving crowd control tactics and tourism security.

Brian Reilly served in law enforcement with the New York City Police Department for over 22 years – attaining the rank of captain prior to retirement. In addition to performing uniformed patrol, he worked in a variety of other assignments including policy & planning, investigations, training, counter-terrorism, and emergency management.

Prior to joining NY Blue Line Consulting Group, Joseph Reek spent 30 years with the New York City Police Department, retiring in the rank of Inspector. He is a Certified Protection Professional (CPP®), Board Certified in Security Management with ASIS International, as well as a NYS licensed Private Investigator and is also certified in Executive Protection. Joe is a proven law enforcement and personnel manager who has achieved excellence in the field of policing and maximizing employee efficiency, resulting in demonstrable increases in productivity and an increased level of positive employee, community, and corporate relations.

Chief (Ret.) Dennis R. Nayor is a retired sworn law enforcement professional and multi-agency police chief with over 25 years of experience in municipal policing. Dennis served as the Chief of Police for the City of Ithaca Police Department and prior to that served as the Chief of Police for the City of Oneonta Police Department. Both agencies serve vibrant, fast-paced, and progressive cities in Upstate New York.

Rick Carroll retired from the Maryland State Police where he served as Commander of the Special Tactical Assault Team. Rick is now Senior Security Manager role for the Maryland Team at Security, Athletic Facilities and Events (S.A.F.E.) Management. In this capacity, he is the project manager for 24/7 security at Oriole Park at Camden Yards, M&T Bank Stadium, and Live Casino and Hotel Maryland. He is a decorated veteran with experience in all facets of policing to include patrol, investigations, special operations training and the development of Maryland Police & Corrections Training Commission standards.

Jose M. Vega On Staff

Jose Vega is a retired 25-year veteran sergeant of the NYPD.  For 19 years, he was assigned to the Disorder Control Unit which is the NYPD’s main public order unit.  Among Jose’s many responsibilities was the training of NYPD personnel on all facets of crowd control, as well as his real-time response to major protests and civil disturbance that provided tactical and logistical support to on-scene incident commanders.  He is recognized as one of the leading experts on public order in the country and has provided frequent presentations regarding public order to numerous U.S. and international agencies.
