Jaclyn M. Keane is a 14-year veteran of the New York City Police Department in the rank of Captain and currently assigned as the Executive Officer of the Legal Bureau. Jaclyn’s role as Executive Officer is to oversee 350 uniform and civilian attorneys, paralegals, and various other positions.  Under her direct command is the Public Safety Division, which encompasses the Criminal Section, Civil Enforcement Unit, and Asset Forfeiture.  Additionally, Jaclyn oversees the Body Worn Camera Division, Subpoena Litigation Unit, Giglio Unit, CCRB Liaison Unit, Civil Section, and Legislative Affairs.

          Prior to the Legal Bureau, Jaclyn was a Lieutenant assigned to 1PP’s Operations Division where she was the NYPD’s liaison to the Mayor’s Office of Citywide Events Coordination and Management.  There, Jaclyn planned, budgeted and negotiated for the Police Department for all major events in New York City and was responsible for all matters related to the department’s handling of the Covid-19 pandemic.  She also assisted with the coordination and oversight of the citywide assignment and deployment of personnel for all of New York City’s major details and events, as well as supervised the department’s Joint Operations Center (JOC) during serious crimes, large-scale emergency incidents, and disasters.

          Prior to her assignment in the Operations Division, Jaclyn was an attorney in the Legal Bureau’s Criminal Unit.  In this role, she was responsible to advise members of the department on criminal law matters by providing legal opinions regarding criteria to establish probable cause, interpretation of statutes and constitutional law, and issues related to arrest and prosecution of offenses.  Additionally, Jaclyn reviewed departmental orders and procedural revisions on policy and operational matters prior to their publication in an effort to ensure mitigation of liability for the department.

          Operationally in the field, Jaclyn was on-scene at active protests and civil unrest where she continually coordinated in real-time with incident commanders to provide decisive legal advice pertaining to arrests and constitutional issues that arose.  In her capacity as a department attorney, she was on call 24 hours a day for any legal matters throughout the City of New York.  During her time in the Criminal Unit of the Legal Bureau, Jaclyn has been on the scene of more than 2,000 protests and critical incidents and has supervised and coordinated the legal issues pertaining to thousands of arrests.

          Jaclyn also acted as NYPD liaison to various state and federal prosecutorial and outside enforcement agencies on matters of mutual concern, and was further responsible for training all NYPD bureaus, divisions and units on criminal and constitutional law topics, most specifically First and Fourth Amendment issues.  As such, she led the training on issues related to Fourth Amendment Constitutional procedure for new personnel hired at the New York City Civilian Complaint Review Board, as well as working in conjunction with New York City’s Department of Transportation regarding the enforcement of rules and regulations for the vast array of pedestrian plazas citywide.  Further, Jaclyn was responsible for the development of enforcement of laws related to hundreds of New York City’s Privately Owned Public Spaces (POPS) that are often inundated with protesters engaging in First Amendment assemblages and/or civil disobedience within these spaces.  Most notably, President Trump’s former residence, Trump Tower in Manhattan, has a designated POPS for which Jaclyn liaised with the New York City Planning Commission and the U.S. Secret Service to create specific rules and ensure that Constitutional rights, local laws, and public safety were protected and balanced.

          As a police officer and detective, Jaclyn also patrolled the streets of East Flatbush, Brooklyn’s 67th Precinct.  In her role as sergeant, she supervised officers on patrol in Manhattan’s lower west side 1st Precinct, and as lieutenant, she was also on patrol as the 79th Precinct’s 2nd Platoon Commander in the Bedford-Stuyvesant section of Brooklyn. Preceding her time with the NYPD, Jaclyn was in general private practice as well as working with the Bureau of Alcohol, Tobacco and Firearms and the Organized Crime Division of Miami-Dade’s State Attorney’s office in Florida.

          Jaclyn received her undergraduate Bachelor of Arts degree in Criminology from University of Miami where she was on the Dean’s List and accepted into numerous honor societies and became a member of Kappa Kappa Gamma Fraternity.  She then received her Juris Doctorate from New York Law School and is a member of the New York City Bar Association, as well as the New York State Bar Association.  She is currently admitted to practice law in the states of New York, New Jersey and Connecticut.

          In addition to Jaclyn’s busy full-time career with the NYPD, she also serves as on-staff counsel to NY Blue Line Consulting Group, a company which provides law enforcement training and consulting services nationwide.  Jaclyn is proud to be a lifelong resident of Brooklyn, New York where she resides with her husband Sean and their twin sons Brody & Kieran.
